As Project Manager of the City of New Haven Warren Kimbro Reentry Project, Earl works collaboratively with the Department Of Corrections, CT Judicial Department of Court Supported Services Division, New Haven Reentry Roundtable, Project Fresh Start, Cybulski Community Reintegration Center, and Community Reintegration Centers ( Easter Seals Goodwill Industries, Community Action Agency of New Haven, and Project More), and various key community stakeholders to reduce mass incarceration overall in CT, reduce overall recidivism rates in CT, and make sure those that have served their time as sentenced are afforded an unfettered opportunity to be a successful and productive member of Connecticut’s community once again.

Earl’s work addresses the issues facing the formerly incarcerated returning to the City of New Haven at almost 100 former inmates per month. These issues range from employment, housing, substance abuse, mental and physical ailments, literacy and educational deficiencies, and family reintegration.
